Job Purpose
The Project Support Officer/ Estimator (PSO/E) works within the Prime Contract Office (PCO) reporting to the PCO Manager. The PSO role is Customer facing providing management of the Customer Task Service Forms (TSFs), delivering low value tasks from estimation through delivery to handover and including the creation/provision of task related documentation and deliverables. The role is required to work closely with the Senior Estimator, with responsibility for the estimation of TSFs as allocated. As a PSO, the role also provides a task and project reporting function as well as general project management services to various project teams who manage a portfolio of projects across multiple geographical locations.
Main Accountabilities
To work with, and deputise for, the Senior Estimator as the prime Customer interface for all estimating aspects of TSF tasks prior to receipt of Customer Approval.
Once the TSF is approved, to conduct a formal handover of the estimate, including the method of creation, to the nominated PCO individual and/or Installation Team Lead nominated for the TSF task delivery.
Following TSF delivery, to engage in the TSF lessons learned process to assess the accuracy of the original estimate.
To support the PCO and the Solutions Team as required in the preparation of estimates, bid documentation, specification, pricing, tender, Gate and proposal documents
As part of the Business Unit’s (BU) Governance procedures, review, amend and approve as necessary TSF estimates up to the role’s Authority Level.
Management of Customer TSFs including TSF logging, tracking, scheduling, invoicing and reporting using the Management Information System (MIS).
Act as a member of the Babcock Service Desk team including logging, managing and closing off Service Desk calls on the MIS.
Delivery of low value tasks including requirement capture, schedule creation, estimating, documentation creation, supplier liaison, Customer and/or FM provider handover.
Act as Customer initial POC for all Engineering Services TSFs.
Monitoring and reporting of weekly and monthly Key Performance Indicators (KPIs) and Subsidiary Performance Indicators (SPIs).
Provide project management support to assigned minor and major projects.
Establish and maintain key documents for assigned projects e.g. Project Management Plan, Risk Management Plan, Risk Register, Issues Log, Correspondence Log, etc.
Create, maintain and provide all assigned project documentation, configuration and document security control including maintenance of the Master Record Index.
Create, maintain and provide the Quality Management System (QMS) templates for project documentation, reports and processes.
Create, maintain and provide project and PCO metrics.
Ensure that documents, reports and presentations produced reflect the appropriate protective markings and are handled utilising current security policies.
Assist procurement in the use of resource framework agreements to secure contract resource as required by the assigned projects.
Create, maintain and provide reports to the delivery teams and senior management as required, ensuring that reporting is conducted so as to meet contracted or defined reporting requirements and submission dates.
Create, maintain and provide financial tracking of assigned projects (including preparation of monthly Financial Status Reports).
Create, maintain and provide documents, reports and presentations for the assigned projects to the appropriate configuration control processes.
Ensure that all assigned projects’ data within your responsibility is accurately entered and maintained in the Management Information System (MIS).
Provide timely and accurate updating of the Project Management Information System.
Provide Risk Coordinator services to the assigned projects.
Provide assurance services to the delivery teams as directed by the PCO Manager.
Provide support and guidance on project processes and procedures.
Provide administrative support as required to project management staff e.g. booking in of visitors, arranging meeting rooms and taking meeting minutes.
Ensure compliance with the Data Protection Act (DPA) to provide the appropriate level of control of all personally identifiable information to which you have access as part of your role.
Understand and enforce all relevant Information Assurance and DPA control measures required as part of your role.
Ensure appropriate communication is maintained with all stakeholders to create and maintain strong, lasting relationships with customers, FM Provider, suppliers, project sponsors and Company stakeholders.
Enhance Babcock’s reputation with the Customer by ensuring that all PCO services that you deliver are professional and meet or exceed the Customer’s expectations.
Person Specification
Knowledge, Qualification and Experience
Must possess an adequate knowledge of and compliance with the Health and Safety policy and regulations consistent with their responsibilities.
Must have a strong technical or engineering background.
Must possess (or be willing to gain) an adequate knowledge of Construction (Design and Management) 2015 regulations.
Ideally qualified in a relevant area to ONC level plus experience in a relevant industrial/ project engineering environment.
Must possess (or be able to obtain) a general technical understanding of all of the activities and technology of the Security business unit.
Must possess (or be willing to gain) the Association for Project Management (APM) Introductory Certificate Foundation Level) in Project Management.
Must possess (or be willing to gain) a Site Management Safety Training Scheme (SMSTS) or equivalent H&S qualification.
Ability to communicate clearly and effectively with project team members, clients and superiors at all levels and in all areas of management.
Teamwork skills to ensure the effective and cohesive functioning of a matrix structured, geographically distributed (nationally / internationally) project team
Must possess a good working knowledge of Microsoft Project, Word, PowerPoint, Excel and Outlook (must be able to create templates in these packages and metrics/in-house tools in Excel).
Must possess (or be willing to gain) a good working knowledge of SharePoint.
Must possess (or be willing to gain) a basic knowledge of Project and opportunity Risk Analysis and Management techniques, which are consistent with the PRAM methodology, published by the UK Association for Project Management.
Must possess good commercial awareness and an understanding of contract and commercial management.
Must possess a full UK Driving Licence.
Specific Electrical Qualifications and Skills
Time served apprenticeship.
Strong IT literacy including a strong understanding of maximising the effective utilisation of technology.
Working knowledge of electrical installations (Basic record of proven ability in related work).
Familiar with the build and configuration of communications rack builds.
City & Guilds (C&G) (or equivalent) engineering qualification.
(Desirable) C&G qualification in Electrical Installations.
(Desirable) C&G qualification in Electrical Inspection and Testing.
(Desirable) C&G qualification in structured cabling installation and testing.
(Desirable) Understanding of the Defence industry.
(Desirable) Practical knowledge of current antennae, collection systems, within Customer and private sector, i.e. SATCOM, ELINT, VHF, UHF, DF, Wi-Fi.
